Brad King c4bb9c9d42 Convert CMake find-modules to BSD License
This adds copyright/license notification blocks CMake's find-modules.
Many of the modules had no notices at all.  Some had notices referring
to the BSD license already.  This commit normalizes existing notices and
adds missing notices.

Alexander Neundorf cde1005442 major improvement of FindRuby.cmake
-now supports specifying minimum required version
-now supports ruby 1.8 and 1.9
-uses find_package_handle_standard_args() now
-fix #6212 and using a lot of ideas from the file attached there
