Allow the `Swift` language to be enabled with the Xcode generator for
Xcode >= 6.1. Reject it on other generators and with older Xcode
versions. Since Apple is the only vendor implementing the language
right now, the compiler id can be just `Apple`.
Added new USES_TERMINAL option to the ExternalProject_Add_Step
function. This option passes USES_TERMINAL to the underlying
add_custom_command call so that the Ninja console pool is used.
Also, corresponding new USES_TERMINAL_<step> options were added
to the ExternalProject_Add function.
Justification: if using Ninja with a CMake superbuild, it's often
desirable to limit the superbuild to ONE sub-Ninja process at a
time to avoid oversubscribing the CPU. Using the console pool also
makes it easy to monitor the progress of the sub-Ninja process.
Independent USES_TERMINAL_<step> arguments are passed to
ExternalProject_Add instead of one USES_TERMINAL argument that
controls everything. Users may wish to run some steps in parallel
but not others (e.g. parallelize configure but not build).
Create target property WINDOWS_EXPORT_ALL_SYMBOLS to automatically
generate a module definition file from MS-compatible .obj files and give
it to the linker in order to export all symbols from the .dll part of a
SHARED library.
Add a TestLoad setting to CTest that can be set via a new --test-load
command-line option, CTEST_TEST_LOAD variable, or TEST_LOAD option to
the ctest_test command. Teach cmCTestMultiProcessHandler to measure
the CPU load and avoid starting tests that may take more than the
spare load currently available. The expression
<current_load> + <test_processors> <= <max-load>
must be true to start a new test.

The Concurrent Fortran compiler (ccur.com) is available on Linux and can
be used much like the GNU Fortran compiler. Currently it has no
preprocessor symbols to identify it so we need to detect it by matching
compiler output.

Create a <LANG>_COMPILER_LAUNCHER target property (initialized by a
CMAKE_<LANG>_COMPILER_LAUNCHER variable) to specify a compiler launcher
tool. This will supersede the CMAKE_<LANG>_COMPILER_ARG1 approach to
using such tools. The old approach set CMAKE_<LANG>_COMPILER to the
launcher tool while the new approach leaves this variable set to the
actual compiler.
Implement this property for Makefile and Ninja generators. It cannot be
implemented for VS or Xcode generators as the IDE build tools offer no
such hooks.
The most likely documentation page a project author will read in
response to a policy warning is the page for the policy itself.
Add to every policy documentation page a note explicitly stating
that the OLD behavior is deprecated. Also mention this in the
cmake_policy() command documentation that explains how to set a
policy to OLD.

Revert commit v3.3.0-rc1~435^2 (Windows-GNU: Do not tell find_library to
treat '.dll' as linkable, 2015-02-18). MinGW tools support linking to
'.dll' files directly and many non-CMake build systems still do not
provide a separate '.dll.a' file.
When documenting in the COMMAND option how to reference an executable,
we previously only explicitly covered how to do it for argv[0] and left
it to the reader to follow the reference to the generator expressions
manual. Add explicit mention of the TARGET_FILE genex in this
documentation since it will be a commonly used generator expression in
this context.
The test for this variable was removed in commit v2.8.8~330^2~7 (complex:
Remove ancient unused ComplexRelativePaths test, 2011-12-23).
Commit v3.1.0-rc1~425^2~2 (backtrace: Convert to local paths in
IssueMessage, 2014-03-12) appears to have accidentally made some backtraces
print relative paths with the variable because conversions which used to be
done at configure time, before the variable had an effect are now potentially
done at generate time.
The documentation of the variable says not to use it, and the docs are wrong in
that the variable actually applies in per-directory scope.
The read of the variable makes it harder to split conversion methods from
cmLocalGenerator where they don't belong. Remove it now.
Add section headers similar to the 3.2 release notes and move each
individual bullet into an appropriate section. Revise and consolidate
some bullets covering related areas.
Move all development release notes into a new version-specific document:

CMake-generated targets are not supported by add_dependencies. State
this explicitly and use 'install' as an example since this may be
commonly attempted.
target_link_libraries() is being used in the example code but
target_include_directories() was probably meant to be used. The sentence
that starts with "Consuming code then" indicates that the example is
about using the appropriate include directory.
The <LANG>_VISIBILITY_PRESET and VISIBILITY_INLINES_HIDDEN were first
merged in commit v2.8.12~322 (Merge topic 'VISIBILITY_PRESET-property',
2013-06-05) but worked only for shared libraries and executables with
exports. Prior to commit v3.0.0-rc1~581^2 (GenerateExportHeader:
Deprecate add_compiler_export_flags function., 2013-09-02) the
add_compiler_export_flags function was used to add visibility flags to
all targets.
The visibility flags are useful for sources in all target types because
they may be later linked into shared libraries or executables with
exports. Introduce policy CMP0063 to enable them for all target types
while preserving compatibility with existing projects that do not expect
this.
Add an ExternalData_NO_SYMLINKS to enable use of copies instead of
symlinks to populate the real data files behind a DATA{} reference.
This will be useful on UNIX-like systems when the underlying filesystem
does not actually support symbolic links.

raises concerns about this particular approach to working with CMake
projects using QtCreator. Also, the functionality and design of the QBS
extra generator was never discussed on the CMake mailing list or with
QtCreator developers. There may be better ways to make the two tools
work together.
In order to avoid committing to long-term support of this generator
prior to such discussion taking place, revert it from CMake for now.
We may restore this or use an alternative design based on results of
such discussion.

Create a <LANG>_INCLUDE_WHAT_YOU_USE target property (initialized by a
CMAKE_<LANG>_INCLUDE_WHAT_YOU_USE variable) to specify an IWYU command
line to be run along with the compiler.
The find_package command, on Windows, has always searched build trees
recently visited by cmake-gui (or CMakeSetup at one time). This was
done when the command was created with the intention of simplifying
workflows involving building multiple dependent projects. However,
this behavior depends on recent developer interaction and therefore
can create different find results based on transient system states.
It can lead to surprising results and user confusion.
Since this behavior was first added CMake has gained many more search
options, better error messages when a package is not found, and a
package registry. The latter in particular allows projects to make
their build trees available for dependent projects to find without
user intervention. Therefore the originally intended workflow can
be achieved in other, more stable ways.
After the above evoluion of find_package we have now decided that
the magic search-where-cmake-gui-was behavior does more harm than
good. Drop it. We do not need a policy for this behavior change
because it only affects interactive use.
Use the KWSys Process "MergeOutput" option to give the child process
the same pipe (or file) for both stdout and stderr. This allows
natural merging of stdout and stderr together instead of merging
on arbitrary buffered read boundaries as before.

This reverts commit 242c3966 (add_custom_command: Diagnose
MAIN_DEPENDENCY limitation, 2015-03-09) and the follow up commit
b372a99a (UseSWIG: Do not use MAIN_DEPENDENCY on custom commands,
2015-03-26).
I misdiagnosed the underlying issue that prompted creation of policy CMP0057.
The actual issue surfaces when a single custom command's MAIN_DEPENDENCY
is listed in more than one target; this issue will have to be addressed
independently.
The previous example for CMP0054 did not show how critical the policy is
since the result is the same in both cases (NEW and OLD behavior).
Instead show an example when the policy does make a difference.
Add sections to the cmake-buildsystem(7) manual and cross-reference
them with relevant variables and target properties. This avoids
duplicating the information and allows it to be more detailed.
Many projects put their project() call first, but the actions taken
by this command can be influenced by policies and other information
set by a call to cmake_minimum_required. Document in each of these
two commands that cmake_minimum_required should be called first.

The documentation of this variable in the CTest module is outdated
and has been superseded by the ctest(1) manual. In particular, the
latter mentions that it works with the Ninja generator as well as
makefile generators. Remove the documentation from the CTest module
and replace it with a link to the main variable documentation (which
already references the ctest(1) manual).

Green Hills MULTI is an IDE for embedded real-time systems. The IDE's
product page can be found here:

It supports cross compiling on ARM, Intel x86, and other architectures
with various operating systems. The IDE exists on Linux and Windows
host systems, but CMake will currently only generate the project files
on Windows host systems.
The UPPERCASE name was inconsistent with config-packages, the
find_dependency macro, and even FPHSA itself, which expects
components to be specified with names matching ExactCase.
The FOUND_VAR was only permitted to have two possible values, and
now both are set for compatibility. Document it as obsolete, and
adjust the code for the same. Users of the variable should just
remove it.
We never implemented them for VS 11 (2012), 12 (2013), or 14 (2015).
For VS 10 (2010) the reload macro does not work correctly when run from
inside a build launched through the IDE because stopping the build kills
the CMake that is driving the reload. Fortunately VS >= 10 know how to
reload the whole solution anyway.
The GITUpdateCustom and P4UpdateCustom options take only one command
line with all arguments as a ;-list, not a ;-list of multiple command
lines. Fix the incorrect documentation originally added by commit
v3.1.0-rc1~463^2 (Help: Document ctest dashboard client usage,
2014-05-30).

When CMP0003 was first introduced we wanted to link all libraries by
full path. However, some projects had problems on platforms where
find_library would find /usr/lib/libfoo.so when the project really
wanted to link to /usr/lib/<arch>/libfoo.so and had been working by
accident because pre-CMP0003 behavior used -lfoo to link.
We first tried to address that in commit v2.6.0~440 (Teach find_library
to avoid returning library paths in system directories, 2008-01-23) by
returning just "foo" for libraries in implicit link directories. This
caused problems for projects expecting find_library to always return a
full path. We ended up using the solution in commit v2.6.0~366 (...
switch library paths found in implicit link directories to use -l,
2008-01-31). However, the special case for libraries in implicit link
directories has also proven problematic and confusing.
Introduce policy CMP0060 to switch to linking all libraries by full path
even if they are in implicit link directories. Explain in the policy
documentation the factors that led to the original approach and now to
this approach.
Prefix test commands with the CROSSCOMPILING_EMULATOR property
for target executables. This allows test suites to be run on the host
when crosscompiling.
If the CMAKE_CROSSCOMPILING_EMULATOR variable is defined, and
CMAKE_CROSSCOMPILING is TRUE, then use CMAKE_CROSSCOMPILING_EMULATOR to run
the try_run executables. This prevents the need to populate
TryRunResults.cmake when cross compiling.
Extend sentences in other documentation linking to this manual to
say that it has a list of supported compilers.

Many places in our documentation refer to "Makefile Generators" or
"Visual Studio" generators as a group of generators. Give such
places a linkable document section to reference since they cannot
cross-reference the individual generators in the groups.
Explain at the beginning of the section the requirements for a package
to be relocatable to justify the rest of the section content.
Generalize example to use fictional package names instead of real ones,
especially because FindBoost provides no alternative yet. Reword the
discussion to represent the preferred approach as "ideal" but also
suggest workarounds when find modules do not provide the imported
targets.
Re-organize the content added to the cmake-packages(7) manual by
* commit v3.0.0-rc1~184^2 (Help: Document export(EXPORT) in the
cmake-packages manual, 2013-12-23),
* commit v3.0.0-rc1~154^2~1 (Help: Add notes about relocatability
of config-file packages, 2014-01-07), and
* commit v3.2.0-rc1~345^2 (Help: Warn that paths should not be used
in INTERFACE_ build properties, 2014-11-22).
These commits broke the natural flow of the original manual and made
wording after the new content make less sense. Move the content into
new subsections to restore the flow of the original manual and to
make explicitly the purpose of the new content.
Shorten the relocatable usage requirement "warnings". Refer to the
new cmake-packages(7) manual subsection to reduce duplication. Also
clarify the distinction between paths to library dependencies and
paths to their header files.
These notes apply only for the use case of creating a package for
redistribution on machines other than that where it is built. Clarify
this to readers by placing the discussion in dedicated sections titled
accordingly.
Beginning in CUDA 5.5 a static version of the cuda runtime library
became available. Since nvcc defaults to using this library over the
shared version, FindCUDA will also default to using this version. There
are many advantages to using the static version (most importantly to
avoid conflicts with multiple versions when building a CUDA based
library). Offer a CUDA_USE_STATIC_CUDA_RUNTIME option to control
this behavior.
Add policy CMP0059 to cover this change. The property has been
deprecated since CMake 2.4 anyway.
This will help clean up cmMakefile -- the DefineFlagsOrig member should
not need to exist.
Much of the information in the old set() command documentation is now
covered in the cmake-language(7) manual. Rewrite the documentation
with this in mind. Split up the signatures for each kind of variable
into different subsections.
Make wording of the directory and target properties more consitent
and complementary. Specify that the value is a ";-list" with a link
to the cmake-language(7) manual section on lists.
Revert commit v3.0.0-rc1~175^2~20 (add_dependencies: Disallow use with
INTERFACE_LIBRARY, 2013-12-25). Teach our dependency analysis to
transitively follow INTERFACE target utility dependencies as was done or
IMPORTED targets in commit v2.8.6~127^2~1 (Allow add_dependencies() on
imported targets, 2010-11-19). Extend the InterfaceLibrary test with a
case to cover header generation for a header-only INTERFACE library via
a custom target.
Extend the ``DATA{Dir/,...}`` syntax with a new ``RECURSE:`` option
to enable recursive matching of associated files. This will allow
an entire directory tree of data to be referenced at once.

Add policy CMP0058 to avoid generating 'phony' ninja rules for unknown
custom command dependencies. This requires projects to specify their
custom command byproducts explicitly. With this requirement we no
longer have to assume that unknown custom command dependencies are
generated and can instead simply assume they are source files expected
to exist when the build starts. This is particularly important in
in-source builds. It is also helpful for out-of-source builds to allow
Ninja to diagnose missing files before running custom command rules that
depend on them.
GLOB lists directories by default and GLOB_RECURSE does not.
LIST_DIRECTORIES enables user to control the behavior explicitly for
consistently for both GLOB and GLOB_RECURSE.
Implement a brand new FindMatlab module:
- Add support for versions and components.
- Find Matlab and its version in a more precise and multiplatform way.
- Add API to create a new mex extension with documentation.
- Add API to add matlab unit tests (with or without the unit test framework).
- Find as much as possible based on a single Matlab_ROOT_DIR cache entry

Since jsoncpp 0.7.0 (2014-11-20) the upstream may provide a CMake
package configuration file such that find_package(jsoncpp) will find a
jsoncppConfig.cmake file. In order to avoid conflicting with this
(especially on case-insensitive filesystems), and since we always prefer
projects to provide package config files (that they maintain), it is
better to not provide FindJsonCpp publicly.
Move FindJsonCpp into a private source directory that is not installed
so that we can still use it for building CMake itself.

The find_package command already knows how to compute installation
prefixes from PATH. Use the same approach to establish prefixes for
find_library, find_file, and find_path to use to look in directories
like "<prefix>/lib[/<arch>]" and "<prefix>/include" for libraries and
headers. This will reduce the amount of configuration end users need to
do to establish a work environment rooted under a specific prefix.

Pre-C++98 compilers required that the template argument be
used in the function parameters. Those compilers are no longer
supported as hosts, so drop the workaround.
This will allow us to use a value other than just the config name
for the project OutputDirectory setting used for $(OutDir).
Also use $(ConfigurationName) instead of $(OutDir) for the link
directory configuration suffix since that is a hard-coded instance of
a use case for CMAKE_CFG_INTDIR.
This will allow per-config destinations for targets in EXPORT sets.
Using multiple install(TARGETS) with separate CONFIGURATIONS is
rejected as a target appearing more than once in an export set.
Now instead one can write
install(TARGETS foo EXPORT exp DESTINATION lib/$<CONFIG>)
to get a single logical membership of the target in the export set
while still having a per-config destination.

In commit v3.0.0-rc1~9 (Help: Rename 3.0 release notes to 3.0.0,
2014-02-19) we anticipated the possibility of bugfix-only release notes.
However, in practice we have no release notes for bug fix releases
because we do not cover bug fixes in release notes at all, only new
features. Instead we've been updating the feature-level release notes
document in bug fix releases, treating errors in the document as bugs.
It makes more sense to maintain release notes at the feature-release
level, so rename the documents accordingly. Also update the document

Define an empty string in CMAKE_<LANG>_STANDARD_DEFAULT to mean that
the toolchain has no notion of lanuage standard levels. In this case
the <LANG>_STANDARD[_REQUIRED] properties will have no effect.
Update the RunCMake.CompileFeatures test to exclude the
LinkImplementationFeatureCycle test when there is no standard default.
It can never fail because no use of specific features will adjust the
CXX_STANDARD level required for any target since the standard levels
have no meaning in this case.

The "cmakexbuild" wrapper is not needed for Xcode 4 and above, and the
path to it may change when CMake moves. Avoid storing a specific path
to a build program in CMakeCache.txt and instead compute the value for
CMAKE_MAKE_PROGRAM on demand. However, if a user does set the value
explicitly then honor it.
This does for Xcode what commit v3.0.0-rc1~260^2~4 (VS: Switch to
internal CMAKE_MAKE_PROGRAM lookup by generators, 2013-11-15) did for
Visual Studio generators.
This will make them use the 'console' pool with the Ninja generator.
Impacted targets are:
- Built-in targets: install, install/local, install/strip, tests,
package, package_source, rebuild_cache
- Targets provided by the CTestTargets module: Nightly, Continuous,
Experimental,
and all their variants (*Start, *Configure, ...)
Read file names from the lines of a specified file. Reject input lines
starting in '-' to leave room for option parsing to be added later. Add
just '--add-file=' now to allow files starting in '-' to be specified.

When using system curl, we trust it to be configured with desired CA
certs. When using our own build of curl, we use os-configured CA certs
on Windows and OS X. On other systems, try to achieve this by searching
for common CA cert locations. According to a brief investigation, the
curl packages on popular Linux distros are currently configured as:
* Arch: /etc/ssl/certs/ca-certificates.crt
* Debian with OpenSSL: /etc/ssl/certs
* Debian with GNU TLS: /etc/ssl/certs/ca-certificates.crt
* Debian with NSS: /etc/ssl/certs/ca-certificates.crt
* Fedora: /etc/pki/tls/certs/ca-bundle.crt
* Gentoo with OpenSSL: /etc/ssl/certs
* Gentoo without OpenSSL: /etc/ssl/certs/ca-certificates.crt
Teach CMake and CTest to look for these paths and use them as a CA path
or bundle when no other os-configured or user-specified CAs are
available.
Provide a function to run gcov and create a tarball of results.
Since CDash tracks the md5sum of the files uploaded, use the
--mtime option with "cmake -E tar" so that tar files could be
created that would have the same md5sum with the same content.
This adds support for the new cdash API where arbitrary files can be
uploaded to the CDash server. This CDash API communicates via json
files so the json parser jsoncpp was added to the Utilities directory.
Add an option to set the mtime of entries in a tarball so that one can
create a tarball with a consistent content hash (e.g. MD5) for a given
set of files regardless of their current timestamps on disk. This will
be useful for submission of tarballs to CDash, which tracks content
hashes to avoid duplication.

Practically, the use of some unicode characters may still
be limited by the build or compiler tools.
For example, a user may be limited by the build tools to

Support was added in commit v3.1.0-rc1~475^2 (Features: Add support
for C++14 features., 2014-05-06), but the documentation for this
property was not amended.
AppleClang does not support the cxx_thread_local feature, even
though it is based on a Clang version which does support the
feature.

A possible reason for that is that thread_local might be used as
a variable in existing Apple SDK headers.
Extend the WriteCompilerDetectionHeader module to generate a define
for that feature with portability fallbacks. For the avoidance of
making it easy to write code which looks correct but which has odd
runtime behavior, don't set the define symbol at all if no
equivalent keyword is known.

The change in commit v3.1.0-rc1~174^2 (Makefile: Handle '#' in
COMPILE_OPTIONS, 2014-08-12) was not compatible with code that
tries to workaround the original bug. Unfortunately there is no
good way to fix the bug in a compatible way. Add a release note
to call attention to the change.
On OS X, when CMAKE_USE_OPENSSL is OFF, use the OS implementation.
This will allow the OS-configured CA list to be trusted automatically.
This is supported on OS X 10.6 and above using AppleClang, Clang, and
GNU compilers.
Also add a 'CMAKE_ANDROID_API_MIN' variable to set the property
default. Teach the VS generator to write the MIN API value into
Nsight Tegra project files.
When install(EXPORT) is given an absolute destination we cannot compute
the install prefix relative to the installed export file location.
Previously we disallowed installation of targets in such exports with a
relative destination, but did not enforce this for target property
values besides the location of the main target file. This could lead to
broken installations when the EXPORT is installed to an absolute path
but usage requirements are specified relative to the install prefix.
Since an EXPORT installed to an absolute destination cannot be relocated
we can just hard-code the value of CMAKE_INSTALL_PREFIX as the base for
relative paths. This will allow absolute install(EXPORT) destinations
to work with relative destinations for targets and usage requirements.
Extend the ExportImport test with a case covering this behavior.
The use of FeatureSummary inside a find module is not a convention
yet used by upstream CMake modules. Drop the example from the
documentation about how to write find modules. If in the future

In commit v3.1.0-rc1~484^2 (Help: Format and revise file() command
documentation, 2014-05-23) the signature of file(GENERATE) was
accidentally simplified too much and dropped specification of the
required argument ordering. Restore the signature to make the order
clear.
If this option is enabled, the test step is created with the
EXCLUDE_FROM_MAIN option, and if TEST_BEFORE_INSTALL is enabled, the
install step does not depend on the test step.
This means that the test step is never executed, unless the test target
is explicitly created by calling ExternalProject_Add_StepTarget, or by
passing it with the STEP_TARGETS option, or with the EP_STEP_TARGETS
directory property.
An IMPORTED target in either type of package can equally depend on
an IMPORTED target in a Find module, which must be found as a
dependency, which is presumably the problem being implied. This is
not a distinction of creating an IMPORTED target in a Find module.
The FindXerces module was added in commit v3.1.0-rc1~155^2 (FindXerces:
New module to find Apache Xerces-C++, 2014-08-17). However, there are
two implementations of Xerces, one in C++:

Copy CMAKE_EXE_LINKER_FLAGS into the test project generated by
try_compile, just like we already copy CMAKE_<LANG>_FLAGS.
Add CMake Policy CMP0056 to activate this behavior in a compatible way,
but do not warn by default when the policy is not set since it will
affect all try_compile calls.
Extend the RunCMake.try_compile test with a case covering this behavior
for each policy setting.
With PushScope and PopScope, keeping track of another bit of data for
each scope isn't easy. Instead, store it as another CMake variable so it
gets implicitly tracked along with everything else.
This works in a revert of commit

Provide options to fail without blocking or to block up to a timeout.

Add a VS_DEPLOYMENT_LOCATION source file property to specify where to
put files that are part of the package. For example:

Without this, sources marked with VS_DEPLOYMENT_CONTENT cannot be
located properly.

these many .hlsl source files may not be possible to use. Extend the
VSWinStorePhone test project to cover them.
Revert the feature added by commit v3.1.0-rc1~420^2~2 (FindOpenGL:
Provide imported targets for GL and GLU, 2014-05-31). Unfortunately it
does not work on Windows because the full path to each library file is
not actually known. The IMPORTED_LOCATION of an imported target must be
a full path, but OPENGL_gl_LIBRARY is just 'opengl32' on Windows because
the actual library file is in some implicit link directory that we may
know know.
More infrastructure will be needed in CMake to allow a name-only
imported library. Until that exists, we will not be able to provide
imported targets in FindOpenGL.
In commit 079e8469ab (... OpenGL always needs X11 on Unix, 2002-09-05)
the FindOpenGL module was taught to search for X11 as a dependency of
the OpenGL library. This was done without a detailed explanation, and
the dependency should not be explicitly needed because OpenGL headers
should not expose applications to X11 APIs directly.
Unfortunately the only way to know if anything legitimately depends on
this behavior (perhaps in static library cases) is to simply remove it
and wait for issues to be reported. If so, then we can add some kind of
compatibility setting for this later. Add a release note to draw
attention to this change.

Some applications only need the OpenSSL crypto library and want to avoid
linking against the SSL library. Set OPENSSL_CRYPTO_LIBRARY and
OPENSSL_SSL_LIBRARY in the code paths that do not need to find them
separately, and document them publicly. This allows applications to be
more specific when linking against OpenSSL.

Since commit v2.8.11~227^2~1 (Don't allow targets args in the new target
commands, 2013-01-29) the target_include_directories command does not
support target names on the right hand side, but that commit forgot to

A common idiom in CMake-based build systems is to have custom commands
that generate files not listed explicitly as outputs so that these
files do not have to be newer than the inputs. The file modification
times of such "byproducts" are updated only when their content changes.
Then other build rules can depend on the byproducts explicitly so that
their dependents rebuild when the content of the original byproducts
really does change.
This "undeclared byproduct" approach is necessary for Makefile, VS, and
Xcode build tools because if a byproduct were listed as an output of a
rule then the rule would always rerun when the input is newer than the
byproduct but the byproduct may never be updated.
Ninja solves this problem by offering a 'restat' feature to check
whether an output was really modified after running a rule and tracking
the fact that it is up to date separately from its timestamp. However,
Ninja also stats all dependencies up front and will only restat files
that are listed as outputs of rules with the 'restat' option enabled.
Therefore an undeclared byproduct that does not exist at the start of
the build will be considered missing and the build will fail even if
other dependencies would cause the byproduct to be available before its
dependents build.
CMake works around this limitation by adding 'phony' build rules for
custom command dependencies in the build tree that do not have any
explicit specification of what produces them. This is not optimal
because it prevents Ninja from reporting an error when an input to a
rule really is missing. A better approach is to allow projects to
explicitly specify the byproducts of their custom commands so that no
phony rules are needed for them. In order to work with the non-Ninja
generators, the byproducts must be known separately from the outputs.
Add a new "BYPRODUCTS" option to the add_custom_command and
add_custom_target commands to specify byproducts explicitly. Teach the
Ninja generator to specify byproducts as outputs of the custom commands.
In the case of POST_BUILD, PRE_LINK, and PRE_BUILD events on targets
that link, the byproducts must be specified as outputs of the link rule
that runs the commands. Activate 'restat' for such rules so that Ninja
knows it needs to check the byproducts, but not for link rules that have
no byproducts.
Now that we know the year component of this VS version we
can add it to the generator name. For convenience, map
the name without the year to the name with the year.
Teach the add_custom_command and add_custom_target commands a new
USES_TERMINAL option. Use it to tell the generator to give the command
direct access to the terminal if possible.
Format the reStructuredText markup manually. Organize the command
options into a definition list. Use inline markup to cross-reference
related documents.
string SUBSTRING command now ignores length if it points
past end of string and uses end of string instead.
String SUBSTRING tests now cover more corner cases.

Add support for Sun/Uniforum/GNU gettext libintl. This belongs in CMake
rather than upstream because:
* There are multiple upstreams (Sun, GNU).
* It may or may not be in the glibc C library depending
upon the platform and build options used.
Although we already have a FindGettext module, that is for the tools.
This module is for the library, and is independent because it's
perfectly OK to use libintl without the gettext tools (and vice versa),
and they might not all be found. Add cross references between the two
modules in notes to make the relationship clearer.
