Run the `Utilities/Scripts/clang-format.bash` script to update
all our C++ code to a new style defined by `.clang-format`.
Use `clang-format` version 3.8.

This allows for example, the buildsystem to use names like 'boost_any'
instead of the overly generic 'any', and still be able to generate
IMPORTED targets called 'boost::any'.
