Drop builtin command documentation
...
Drop all GetTerseDocumentation and GetFullDocumentation methods from
commands. The command documentation is now in Help/command/*.rst files.

mark_as_advanced: improve documentation syntax

Only one argument is required. Also avoid using the same variable name twice in
the input list and follow the convention used elsewhere for optional arguments.

Remove trailing whitespace from most CMake and C/C++ code

Our Git commit hooks disallow modification or addition of lines with
trailing whitespace. Wipe out all remnants of trailing whitespace
everywhere except third-party code.
Run the following shell code:

Use const_cast for the special case in cmFindBase where
GetFullDocumentation calls GenerateDocumentation.

and not fixed up... Now they are fixed up.

Convert CMake to OSI-approved BSD License
...
This converts the CMake license to a pure 3-clause OSI-approved BSD
License. We drop the previous license clause requiring modified
versions to be plainly marked. We also update the CMake copyright to
cover the full development time range.

BUG: make MARK_AS_ADVANCED() scriptable, because this is the only reason
...
many cmake FindXXX.cmake modules can't be used in script mode and also
FindUnixMake.cmake, which is required by the CTEST_BUILD() command
