Daniel Pfeifer c6220de276 Use the empty() method to check for emptyness.
Apply fix-its from clang-tidy's readability-container-size-empty
checker.

Daniel Pfeifer 618fb23fc9 Pass arguments that are not modified as const&.
Use clang-tidy's performance-unnecessary-value-param checker to find
value parameter declarations of expensive to copy types that are not
modified inside the function.  Ignore findings in kwsys.
After applying the fix-its, manually change `const T&` to `T const&`.

Kitware Robot d9fd2f5402 Revise C++ coding style using clang-format
Run the `Utilities/Scripts/clang-format.bash` script to update
all our C++ code to a new style defined by `.clang-format`.
Use `clang-format` version 3.8.

Brad King e1c7747253 Format include directive blocks and ordering with clang-format
Sort include directives within each block (separated by a blank line) in
lexicographic order (except to prioritize `sys/types.h` first).  First
run `clang-format` with the config file:

    ---
    SortIncludes: false
    ...

Commit the result temporarily.  Then run `clang-format` again with:

    ---
    SortIncludes: true
    IncludeCategories:
      - Regex:    'sys/types.h'
        Priority: -1
    ...

Commit the result temporarily.  Start a new branch and cherry-pick the
second commit.  Manually resolve conflicts to preserve indentation of
re-ordered includes.  This cleans up the include ordering without
changing any other style.

Use the following command to run `clang-format`:

    $ git ls-files -z -- \
        '*.c' '*.cc' '*.cpp' '*.cxx' '*.h' '*.hh' '*.hpp' '*.hxx' |

This selects source files that do not come from a third-party.

Brad King 180538c706 Source: Stabilize include order
Each source file has a logical first include file.  Include it in an
isolated block so that tools that sort includes do not move them.

Zack Galbreath e92c59e77f ctest_coverage: Make Jacoco parser better at finding source files
Instead of searching for source files in a couple hard-coded
locations, we now search the source and binary directory for files
matching both the name of the covered file and its package
directory structure.

Joseph Snyder c771f9d945 CTest: Fix Jacoco Coverage
Rename the example jacoco.xml file to be jacoco.xml.in to stop CMake
from apptempting to calculate Jacoco Coverage when running over itself.

Enclose a push of -1 to the coverage vector to only happen if there is a
fin to calculate for. This prevents a crash if the target file doesn't
exist.

Joseph Snyder 9fd04f874c CTEST: Update Jacoco Coverage search paths
Add a new additional entry to the FilePaths array when a
"package" tag has been found. This path should consist of the package
information found appended to the projects source directory.

This change will allow code held in a /src/main/java/* directory off of the
projects source directory to be found, unlike now which assumes a subdirectory
contains the code.

Joseph Snyder 558c2190e8 CTest: Add Jacoco Coverage functionality
Add the ability to parse the XML output of the Jacoco tool.

Jacoco (www.eclemma.org/jacoco) is a Java coverage tool.
Add and integrate a class for the parser and
include a test which utilizes the new parser.
