Brad King 86578eccf2 Simplify CMake per-source license notices
Per-source copyright/license notice headers that spell out copyright holder
names and years are hard to maintain and often out-of-date or plain wrong.
Precise contributor information is already maintained automatically by the
version control tool.  Ultimately it is the receiver of a file who is
responsible for determining its licensing status, and per-source notices are
merely a convenience.  Therefore it is simpler and more accurate for
each source to have a generic notice of the license name and references to
more detailed information on copyright holders and full license terms.

Our `Copyright.txt` file now contains a list of Contributors whose names
appeared source-level copyright notices.  It also references version control
history for more precise information.  Therefore we no longer need to spell
out the list of Contributors in each source file notice.

Replace CMake per-source copyright/license notice headers with a short
description of the license and links to `Copyright.txt` and online information
available from "https://cmake.org/licensing".  The online URL also handles
cases of modules being copied out of our source into other projects, so we
can drop our notices about replacing links with full license text.

Run the `Utilities/Scripts/filter-notices.bash` script to perform the majority
of the replacements mechanically.  Manually fix up shebang lines and trailing
newlines in a few files.  Manually update the notices in a few files that the
script does not handle.

Kitware Robot d9fd2f5402 Revise C++ coding style using clang-format
Run the `Utilities/Scripts/clang-format.bash` script to update
all our C++ code to a new style defined by `.clang-format`.
Use `clang-format` version 3.8.

  operation starting at the parent of this commit to see older history
  for the content.

  style transition commit.

Brad King 0ac18d40c8 Remove `//------...` horizontal separator comments
Modern editors provide plenty of ways to visually separate functions.
Drop the explicit comments that previously served this purpose.
Use the following command to automate the change:

Stephen Kelly 238aac2351 cmListFile: Remove FilePath member from cmListFileContext.
There is no need to store the FilePath for every function, as it is
known by other means.

Stephen Kelly 931e055d8c Port all cmOStringStream to std::ostringstream.
All compilers hosting CMake support the std class.

Stephen Kelly af8a1643c1 Remove c_str calls when using stream APIs.
Use an ad-hoc clang tool for matching the calls which should be
ported.

Stephen Kelly 21c573f682 Remove some c_str() calls.
Use the clang RemoveCStrCalls tool to automatically migrate the
code. This was only run on linux, so does not have any positive or
negative effect on other platforms.

Ben Boeckel b86e37c84f variable_watch: Check newValue for NULL
On read access, newValue can be NULL since there is no new value, so use
the empty string instead.

Ben Boeckel f9bb20fe2b variable_watch: Don't share memory for callbacks
The command itself is owned by the cmMakefile class, but the
cmVariableWatch which holds a pointer to the cmVariableWatchCommand via
the client_data for the callback outlives the cmMakefile class in the Qt
GUI. This means that when the cmMakefile is destroyed, the variable
watch is still in effect, but with a stale pointer.

To fix this, each callback is now a separate entity completely and
doesn't rely on the command which spawned it at all.

An example CMakeLists.txt which demonstrates the issue (only displayed
in cmake-gui, so no tests can be written for it):

Brad King 0546484e4b cmListFileArgument: Generalize 'Quoted' bool to 'Delimeter' enum
Replace the boolean value that indicates whether an argument is unquoted
or quoted with a generalized enumeration of possible argument types.
For now "Quoted" and "Unquoted" remain the only types.

Brad King 647745b3ee variable_watch: Print accesses as "CMake Debug Log" messages
Use makefile->IssueMessage() to print the unprocessed watch message in a
format consistent with other CMake messages and with a more complete
call stack for the access.

Brad King 515f9af0d4 variable_watch: Remove leftover debugging code (#14187)
When a watch does not specify a command to call then variable_watch
prints out a message to stderr.  Remove code after that which collects
all variable values to construct a message that is never printed.
Otherwise such code causes a READ_ACCESS watch to trigger on all
variables in the currents scope.

Kitware Robot 7bbaa4283d Remove trailing whitespace from most CMake and C/C++ code
Our Git commit hooks disallow modification or addition of lines with
trailing whitespace.  Wipe out all remnants of trailing whitespace
everywhere except third-party code.

Run the following shell code:

Brad King 96afb12087 Convert CMake to OSI-approved BSD License
This converts the CMake license to a pure 3-clause OSI-approved BSD
License.  We drop the previous license clause requiring modified
versions to be plainly marked.  We also update the CMake copyright to
cover the full development time range.
