Convert CMake-language commands to lower case
Ancient CMake versions required upper-case commands. Later command
names became case-insensitive. Now the preferred style is lower-case.
Run the following shell code:

Cygwin: Fix tests to check CYGWIN instead of WIN32
Use "UNIX AND NOT CYGWIN" to detect a "soname" platform.
Use "WIN32 OR CYGWIN" to detect a "DLL" platform.
