SCO_SV: Enable so filename versioning
Take changes used by pkgsrc [1]:
* so filename versioning requires CMAKE_SHARED_LIBRARY_SONAME_C_FLAG.

Convert CMake-language commands to lower case
Ancient CMake versions required upper-case commands. Later command
names became case-insensitive. Now the preferred style is lower-case.
Run the following shell code:

Factor SCO compiler info out of platform file (#11700)
Move these flags out of the SCO_SV platform file so that other compilers
may be used on that platform without interference.
