Brad King b4ace1cca0 Test INTERPROCEDURAL_OPTIMIZATION build feature 
This creates an "IPO" test that builds some other tests as subdirectories
while enabling INTERPROCEDURAL_OPTIMIZATION.  See issue #9615.
