Brad King df97bea242 cmOutputConverter: Adopt command line escaping code
Port code from the KWSys System_Shell APIs into cmOutputConverter.
Drop it from our copy of KWSys because upstream will drop it too,
and by doing it in this commit 'git blame' may have an easier time
connecting the history of the content.

Brad King de955e4b6d Convert KWSys to OSI-approved BSD License
This converts the KWSys license to a pure 3-clause OSI-approved BSD
License.  We drop the previous license clause requiring modified
versions to be plainly marked.  We also update the KWSys copyright to
cover the full development time range.

Brad King 18e639d48a ENH: Provide unix-sytle command line parsing
Add System_Parse_CommandForUnix to the KWSys System interface as a
utility to parse a unix-style command line.  Move the existing
implementation out of ProcessUNIX.  Add a flags argument reserved for
future use in providing additional behavior.

Brad King 0a83aa6f57 BUG: Fix windows command line escape for empty arg
On Windows the KWSys System package generates escapes for command-line
arguments.  This fix enables quoting of the empty string as an argument.
This also adds a test to pass an empty argument to a custom command.

Brad King 038c9e27d7 ENH: Adding Shell_Flag_EchoWindows option to setup escapes for arguments to the native echo command in a shell.
