Brad King 1531df2b86 configure_file: Warn about unknown arguments 
Extend the RunCMake.configure_file test with a case covering possible
common typos of the COPYONLY option.

Clinton Stimpson 98383f802a Unicode: check encoding of files given to configure_file. 
UTF-16 and UTF-32 files are rejected.
