Eric NOULARD 926d634d3e CPack fix regression between 2.8.7 and 2.8.8 when running cpack with no arg. 
In 2.8.7 running cpack with no arguments would run the packaging iff
a CPackConfig.cmake file is found whereas
In 2.8.8 it displays the help.
This commit restore the 2.8.7.
We should add a test for this but this is not included in this commit.

Philip Lowman accd0428f4 FindBoost: Fix bug where Boost_FOUND could be false when version specified 
Fixes a problem where when specifying a version number without the REQUIRED
parameter, Boost_FOUND would be true on the first configure but false on
subsequent configures.

Eric NOULARD 848f2201c5 Do not run cpack at CMake time it is not available. 
cpack was used to get the list of available i.e. ACTIVE CPack generators
in the CMake tests suite. This was done in order to get dynamically
available CPack generators like DEB or RPM that may or may not be
available on some platform like MacOSX depending on the fact that
some command are installed or not. We may do that but not during
initial configuration.
The current patch fixes the problem and we may do better in the future
like configuring CPack tests later.

Bill Hoffman 5f12424ebc Remove process execution code from cmcldeps and have it use cmake code. 
This simplifies the code in cmcldeps and avoids having yet another
set of process execution code.

David Cole 214589b1f0 Add ability to run as a ctest -S script also 
Then, use ctest_sleep to separate uploads by at least one
second each, so that the files on the web server all get
distinct time stamps.

Then, when viewed on the web server, sorted by time, they
are also sorted alphabetically.

David Cole 3a17311bc8 Release: Temporarily exclude ExternalProject test on cygwin 
Only temporarily until we can setup a new cygwin build machine
for making releases. It's specific to the script that runs on
dash2win64 anyhow. When we add a new script to run it on a
different machine, and stop building the cygwin releases on
dash2win64, this change will naturally no longer apply.

E.g. if you say cmake --help-custom-modules mymodules.7
cmake will now put section 7 into the generated manpage.

Alex Neundorf 38df155dd3 documentation: preparation for making the man section configurable 
This patch adds a man section number, which is then used by the
DocumentationFormatterMan. The section number is right now always 1,
detecting this from the file name will be the next step.
