ExternalProject: Allow blank SVN_USERNAME/SVN_PASSWORD (#14128) 

With

  SVN_USERNAME ""
  SVN_PASSWORD ""

in an ExternalProject_Add() call, the blank username and password
will be passed to the svn checkout/update step commands.
