Also put builtin include dirs into CodeBlocks project file

Refactor code from CMakeFindEclipseCDT4.cmake so it can be used
alkso for CodeBlocks, and move it into new file
CMakeExtraGeneratorDetermineCompilerMacrosAndIncludeDirs.cmake.
