FindRuby: fix selection of version x.0 (#15345) 

When "Ruby_FIND_VERSION_MINOR" is 0, the "if(Ruby_FIND_VERSION_MAJOR AND
Ruby_FIND_VERSION_MINOR)" check evaluated to false.
