ENH: Allow IMPORTED_IMPLIB w/o IMPORTED_LOCATION

Linking to a Windows shared library (.dll) requires only its import
library (.lib).  This teaches CMake to recognize SHARED IMPORTED library
targets that set only IMPORTED_IMPLIB and not IMPORTED_LOCATION.
