Recognize ld with toolchain prefix (#13960) 

Teach CMAKE_PARSE_IMPLICIT_LINK_INFO to recognize linker invocations
of the form "<toolchain-prefix>-ld" e.g. "x86_64-pc-linux-gnu-ld".
