CustomCommandGenerator: Add support for CROSSCOMPILING_EMULATOR

Teach the `add_custom_command` and `add_custom_target' commands to
substitute argv0 with the crosscompiling emulator if it is a target with
the `CROSSCOMPILING_EMULATOR` property set.
