Tests: Move CTestTestMemcheck tools into Tests/CMakeLib 

The dummy memcheck tools we build for the RunCMake.CTestMemcheck tests
require CMakeLib, so put them in a Tests/CMakeLib/PseudoMemcheck
directory.
