Help: Fix documentation of ctest --build-and-test

Since commit v3.0.0-rc1~260^2~14 (ctest: Make the --build-makeprogram
optional for --build-and-test, 2013-11-14), binary dictionary is also
required to run CTest given the option `--build-nocmake`.
