Document CMAKE_<LANG>_FLAGS variable (#14305) 

We already document the variables CMAKE_<LANG>_FLAGS_{DEBUG, MINSIZEREL,
RELEASE, RELWITHDEBINFO}. However, CMAKE_<LANG>_FLAGS is not documented,
even though it's available (and useful).
