Genex: Diagnose invalid LINK_ONLY usage instead of crashing When `$<LINK_ONLY:...>` is used outside of linking we may evaluate it without a `dagChecker`. Do not dereference the NULL pointer and issue a diagnostic instead. Closes: #16287
