CMakeDetermineVSServicePack: Add deprecation diagnostic Warn project developers at runtime that the module should not be used anymore. Issue the diagnostic only when the project requires a new enough CMake to use the alternative. Honor the CMAKE_(ERROR|WARN)_DEPRECATED settings.
