Add automatic rcc invocation for Qt. This replaces the need to invoke qt4_add_resources by allowing adding the source .qrc file directly to the target sources.

This variable is used to initialize the :prop_tgt:`AUTORCC_OPTIONS` property on
all the targets. See that target property for additional information.
